The Government of Serbia has prepared a draft regulation to establish a Single Registry of Non-Tax Revenues. Its goal is to streamline the system of fees, charges, and other payments that citizens and businesses make outside of taxes.

The core of the system is an electronic module within the Register of Administrative Procedures, centralizing data on all types of non-tax revenues – from fees and charges, to public asset usage, to other administrative payments. The system tracks users, allows reporting by revenue type, legal basis, or record status, and integrates with the portal, electronic payment systems, the Treasury, and the National Foreign Trade administrative service.

Each record contains key information: an identification number, the responsible authority, administrator contacts, activation date, and last modification date. Record status can be “in development,” “pending approval,” or “complete” – only complete records can be used in administrative procedures and electronic payments.
The regulation also specifies all data needed to calculate and pay each revenue item, including formulas, possible reductions or exemptions, and details for creating a payment order. Notes can be displayed to users to clarify how the final payable amount is calculated.

The aim of the system is full transparency and simpler tracking of all non-tax revenues, making payments and oversight easier for both citizens and businesses.
